Whilst this requirement has been in place since 2001, the latest Regulations require that the “organ of state must stipulate the objective criteria in the tender documents”. Universal principles supported by National Treasury’s guidelines require that “functionality and any element of the B-BBEE scorecard may not be used as objective criteria.”

This workshop provides guidelines on the determination of objective criteria that can be included in tenders and quotations and minimise the risk of irregular awards and service delivery failures.
